摘 要

近几年来，中小企业在我国提高经济竞争力的过程中发挥了越来越重要的作用，但是长期以来，由于中小企业发展的过程中因为自身存在的一些制约因素，如资金不足、技术落后、人才短缺及管理理念及方式落后等，以及企业融资渠道狭窄、贷款困难等多种外部环境的不利影响，所以产生了融资困难的情况，融资难这一普遍现状甚至成为制约中小企业发展的最大阻碍。本文结合实际案例，以泗阳县为例深入分析了县级城市中小企业在融资过程中出现的一些状况及融资过程中出现的问题，具体表现为：企业自身发展速度仍然较为缓慢，缺乏一定的竞争力，难以达到银行的贷款要求；担保机构的担保能力不够强，担保规模会受到限制，我国金融服务体系不够完善，贷款审批手续繁琐，都在一定程度上增加了企业融资的难度。本文同时也结合了地方特点提出以下解决对策：政府更加积极地发挥自身职能，多方位推动地方金融机构的发展，不仅要满足多元化的融资需求，还应该积极创新金融服务的机制，从政策入手更好地拓宽中小企业融资的渠道，为中小企业融资保驾护航。同时地方政府也应该积极响应国家的号召，将最新发行的有关中小企业的政策落到实处，创新中小企业的融资方式，在一定程度上推动了地方金融机构发展，带动泗阳县地区经济的发展。

ABSTRAC

In recent years, the small and medium-sized enterprises has played a more and more important role in the process of enhancing the competitiveness of the economy in our country. But for a long time, due to the own limitations of small and medium-sized enterprise development process such as insufficient funds, backward technology, talent shortage and out-dated management styles, and multiple adverse impact of the external environment like narrow financing channel and the difficulty of loans, the situation of financing difficulty produced, and even become the biggest obstacle of restricting the development of small and medium-sized enterprises. Combining with the actual case and take Siyang county as example, this paper deeply analyzed the conditions and problems occurred in the process of small and medium-sized enterprises financing, embodied in: the development speed of the enterprises is relatively slow and lack of certain competitiveness, which makes it difficult to meet the requirements of bank loans; the guarantee ability of guarantee institutions is not strong enough which will limit the guarantee size; the imperfection of the financial service system in our country and tedious procedures of loan approval, all increase the difficulty of financing in a certain degree. This paper also combines the characteristics of the county to put forward the following strategies: the government ought to put its intelligence into better use, and promote the development of local financial institutions comprehensively. Not only to meet the financing needs of diverse financial services but also innovate the financial service mechanism, as well as widen the financing channels through the government, to escort for the financing of small and medium enterprises. At the same time, local governments should also actively respond to a national summons, to implement the policies of the small and medium-sized enterprises issued lately and innovate the financing patterns of small and medium-sized enterprise., It will promote the development of local financial institutions to a certain extent and drive the development of siyang county’s economy.

1 前言

1.1研究的背景

现今的中小企业，极大地推动了我国经济和社会的发展。据相关报告显示，我国中小企业的数量甚至达到总数量的99.8%，这些中小企业不仅提高了整个社会的生产水平，还为我国提供了大约75%的就业机会。不难看出，自改革开放之后，我国中小企业取得了较为快速的发展，在如今中小企业更是快速地推动着我国经济和社会的不断进步。

习近平总书记在中央经济工作会议讲话中表明2015年经济工作重点是要提高经济发展质量和效益，积极适应经济发展新常态，从而促进经济平稳发展和社会和谐。在2014年，泗阳县按照“好中求快”的总基调，积极开展各项工作，全县在各方面都保持着较快的发展势头。农业经济稳步发展、工业经济提质增效、财政收入稳定增长、金融信贷规模缓中有升。近几年数据显示随着中小企业的发展，泗阳县的经济状况有了较大的改善，泗阳县要想更快更好地发展经济，就要提高对中小企业的关注度，加快发展民营企业的步伐。这也就要求我们要及时发现中小企业在融资中出现的问题，提出具有可行性的解决措施，从而更好的推动泗阳县经济的发展。

1.2研究的意义

我国对于中小企业发展的重视程度近几年来越来越高，2009年的时候，我国就已经提出中小企业是保持国民经济快速稳健发展的根基，同时也是我国发展中不容忽视和无法替代的力量。

在中国中小企业是数量最多的企业集团,中小企业自身也极其具有创新性，并且在发展经济,增加税收,保障就业,改善民生，积极创新等各个方面,有着十分重要的作用。有数据显示,我国中小企业创造了全国一半以上的税收,超过GDP的60%,并且提供了80%以上的城镇就业岗位。这些都是中小企业在发展的过程中给我国带来的积极影响。
