摘 要

在我国经济转型的背景下,政府补助在企业的发展过程中扮演着越来越重要的作用。政府补助是指政府无偿对企业经营资助，以达到促进经济的发展、稳定市场、实现宏观调控和资源有效配置的目的，政府补助对企业的意义重大、对企也发展的各个环节具有重要影响。为探讨政府补助在企业发展过程中的影响，分析政府补助在企业发展中各个环节的作用，本文以协鑫集成为案例，对该企业2012—2016年公司年报进行研究，并运用指标分析、对比分析等方法，从财务绩效和非财务绩效两个主要方面，探讨政府补助在企业发展过程中的作用，并就如何发挥政府补助最大效用从国家、政府和企业三个角度提出建议。

Research on the Effect of Government Subsidy on Business Performance of Enterprises

—— Take the GCL-integrated company as an example

ABSTRACT

In the context of China's economic restructuring, government subsidies play an increasingly important role in the development of enterprises. The government subsidy refers to the government's operation subsidies to enterprises for free in order to achieve the purpose of promoting economic development, stabilizing the market, realizing macro-control and effectively allocating resources. The government subsidy is of great significance to the company and has important influence on all aspects of the company's development. In order to explore the impact of government subsidies on the development of enterprises, and analyze the role of government subsidies in all aspects of corporate development, this paper uses GCL-integrated companies as a case study to study the company's annual reports for 2012-2016, and to use indicators for analysis. Through comparative analysis and other methods, from the two major aspects of financial performance and non-financial performance, the role of government subsidies in the development of the enterprise is discussed, and suggestions on how to maximize the effectiveness of government subsidies are provided from the perspective of the state, the government, and the enterprise.

1 前言

1.1 研究背景

随着我国经济转型和发展的加快，政府补贴在企业发展中发挥着越来越重要的作用，它会对企业的经营业绩和经营状况产生不同而又重大的影响。近几年来，上市公司收到政府补助的数额越来越大、次数越来越频繁，据有关数据显示，截至2014年12月31日，在当前报告期内政府向A股市场其中的2448家上市公司提供了政府补助,占市场中的94.45%,整体补助金额高达923亿元，与上一个报告年度相比增长了26.09%。政府补助有哪些形式？政府补助在企业运营过程中的哪些环节和方面产生影响？如何使政府补助的效用最大化？本文将以协鑫集成为例，对上述问题进行探讨。

1.2 研究目的及意义

政府补助是指政府无偿对企业经营资助，以达到促进经济的发展、稳定市场、实现宏观调控和资源有效配置的目的。政府补贴对企业发展起着重要作用，对新兴或新能源产业企业的经营和发展具有重要影响。 因此，分析政府补贴与企业绩效的关系，研究政府补贴对企业绩效的影响具有重要意义。

国内外学者通过数据量化的研究方法从经济绩效、社会绩效等角度研究了政府补助与企业绩效的正、负相关性，并提出了很多独到的见解。因此，在先前学者研究成果的基础上，本文以上市企业协鑫集成为例，进一步研究分析上述的三个问题，并对此提出建议。

1.3 研究现状

对于政府补助对企业绩效影响这一问题，国内外学者已有了广泛的涉及，有学者从行业角度研究和分析政府补助对处于该行业企业绩效影响，也有学者结合生命周期相关理论对政府补助的效用进行研究，此外还有学者从地方政府财政方面探讨影响政府补助效用的因素等。学者们通过建立模型对政府补贴对企业绩效的影响进行了深入的定量研究，但尚未达成一致的结论。
