摘 要

目前，城市化进程正在加速，城市快速发展的需求无法通过地方政府的直接收入得到满足。引入PPP项目已经是必然趋势。 PPP项目使得民营企业和政府部门充分发挥自身特点，扩大优势。然而，PPP项目往往十分复杂，成本高加上难以监管，相关法律法规不完善，所以存在着很大的风险。因此，加强PPP项目的风险分析和防范十分重要。本文主要分为五个部分：第一部分为绪论。简要介绍本文的研究背景，研究意义和结构框架。第二部分为PPP项目风险概述。主要包括PPP项目的概念，形式和特点以及PPP项目风险的类别和特点。第三部分为PPP项目发展历程与现状分析。通过分析一些失败的案例来说明FPP项目融资的现状和存在的问题和原因。第四部分是识别和防范PPP项目风险，分析PPP项目风险识别的方法和步骤。第五部分通过对国内外成功经验的分析，提出PPP项目积极风险防范的对策建议。

The PPP project risk analysis and prevention

ABSTRACT

At present, urbanization is accelerating, and the demand for rapid urban development cannot be met through the direct income of local governments. It is an inevitable trend to introduce PPP projects. PPP projects enable private enterprises and government departments to give full play to their own characteristics and expand their advantages. However, PPP projects are often very complex, with high cost and difficult supervision, and the relevant laws and regulations are not perfect, so there are great risks. Therefore, it is very important to strengthen the risk analysis and prevention of PPP projects. This paper is divided into five parts: the first part is the introduction. This paper briefly introduces the background, significance and structure of the research. The second part is an overview of PPP project risks. It mainly includes the concept, form and characteristics of PPP projects as well as the types and characteristics of PPP project risks. The third part is the development process and status analysis of PPP projects. The present situation, existing problems and reasons of FPP project financing are explained by analyzing some failed cases. The fourth part is to identify and prevent PPP project risks, and analyze the methods and steps of PPP project risk identification. The fifth part analyzes the successful experience at home and abroad and puts forward the countermeasures and Suggestions for active risk prevention of PPP projects.

1.1 研究目的及意义

目前，城市化进程不断加快，城市快速发展的需求难以通过地方政府的直接收入来满足PPP项目融资模式的引入是必然趋势。PPP项目是指政府部门与私营企业合作提供公共基础设施的融资模式。私营合作伙伴具有政府缺乏的财务和管理优势。政府的公共部门可以承担国家风险，但存在资金不足，管理经验不足等问题。通过PPP项目，政府部门和民营企业可以充分发挥自身特点，充分发挥自身优势。然而，PPP项目通常成本很高，紧密联系起来，难以监测，相关法律法规不健全，因此存在很大风险。因此，加强PPP项目的风险分析和预防具有重要意义。目前，中国高估了PPP项目的优势，但忽略了其风险。如果不对PPP项目的风险进行分析并提出相关对策，就将会出现新的巨额债务和其他风险。

基于上述的背景和目的，本文主要分析了PPP项目风险的类别、特点以及如何识别，并提出了防范措施，来提高我国PPP项目的风险防范理论。PPP项目的风险控制能力是项目成功的重要手段。建立风险防范预警机制，准确识别风险，有效防范风险，对项目的成败有着重大的影响。
