摘 要

企业绩效评价体系是指由一系列与绩效评价相关的评价制度、评价指标体系、评价方法、评价标准以及评价机构等形成的有机整体，反映企业的财务效益状况、资产营运状况、偿债能力状况和发展能力状况。而当代“低碳经济”十分引人注目，如何在低碳经济体制下设计科学、规范、实用的绩效指标体系成为当今企业的一大问题。本文在介绍了低碳经济背景和绩效评价指标体系的相关概念之后，分析出了工业企业自身的特点对设计企业绩效评价指标体系的特殊要求，在此基础上，设计了工业企业经济性、效率性和效果性的评价体系，并利用一定的方法对各个指标进行分析，据此对现象总体进行比较，与企业传统绩效评价体系对比，验证设计的科学性。

Design of Performance -Appraising System of Industrial Enterprise under the System of Low Carbon Economy

ABSTRACT

Enterprise performance evaluation system is refers to an organic whole formed by a series of performance evaluation related evaluation system, evaluation index system, evaluation methods, evaluation criteria and assessment in the, reflect the situation of the financial efficiency of enterprises, assets operation, solvency and development ability. And the contemporary "low-carbon economy" is very striking.How to design scientific, standardized and practical performance indicator system in the low-carbon economy has become a big problem of the enterprise. In this paper after introduce the concepts of low carbon economic background and performance evaluation index system, and analyzes the special requirements to design enterprise performance evaluation index system of industrial enterprise's own characteristics, on the basis of design evaluation system of industrial enterprises in the economy, efficiency and effect of, and the use of certain methods of each index were analyzed, accordingly, compared to the general phenomenon, with the traditional enterprise performance evaluation system and in comparison with, verify the accuracy of the design.

1 研究背景及意义

1.1 低碳经济的含义

低碳经济是一种以低能耗、低污染、低排放和高效能、高效率、高效益为主要特征，在我们平常理解的通俗意义上，就是在日常生活中控制温室气体的排放，而在企业意义上，则是以较少的温室气体排放获得较大产出的新的经济发展模式，在可持续发展理念指导下，通过制度创新、产业转型、新能源开发、技术创新等多种手段尽可能地减少煤炭、石油等高碳能源消耗,进而减少温室气体的排放，最后目标达到经济社会发展与生态环境保护双赢的一种经济发展形态。

1.2 低碳经济的意义

对社会每个公民来说，意识到低碳经济，然后做到低碳经济是一项基本义务。低碳环保早已成为当今世界的热点之一，保护环境、节能减排的观念也已经深入人心，而发展低碳经济，也正是我国优化能源结构的一项重要措施。首先，我国的工业企业在营运过程中，通常以煤炭是为主要的生产能源，而且煤炭属于高碳能源，所以发展低碳经济以优化能源结构在我国必须要求号召广大企业共同相应来“提上日程”。其次，发展低碳经济这一举措，深层次贯彻了科学发展观、走可持续发展道路的思想。最后，发展低碳经济有利于我国抵抗全球经济风险。

由上可知，重视低碳经济已经是我国工业企业必须做到的一项任务。从以前陈旧的绩效评价指标体系来看，我国工业企业基本上更加重视自身盈利能力而对能源利用效率和环保意识等较为忽视。因此，如何设计适应该背景的绩效评价指标体系是十分必要的。
