摘 要

近年来我国证券市场财务造假事件屡禁不止，农林牧渔业更是深受其困。行业内接二连三的财务舞弊事件不仅引来了广泛关注，更给企业乃至行业带来了信任危机。在这些事件背后，存货项目的经常出现引起了广泛关注。众所周知，存货是企业资产的重要组成部分，其品种繁多且流动性强。而农林牧渔企业的存货，无论是存货的组成，还是存货的管理方式，都有别于一般的制造业企业，目前仍未得到应有的重视和研究。

本文选取了三家具有典型意义的农林牧渔业上市公司作为样本公司。详细分析了其存货的种类和构成状况，从多个角度发现了其存在的四个主要问题：存货资产占比太大、存货项目变动不合理、财务指标隐藏问题、管理方式面临挑战。

基于上述发现的问题，本文对农林牧渔企业存货管理进行了更深入的探索。并从企业层面和政府层面提出了解决问题的方法和建议。指出农林牧渔企业必须健全内部控制制度，提升人员素质并建立信息管理系统；监管层需要不断完善监管系统和法律法规，继续推动退市制度的有力执行。最后，对农林牧渔业上市公司存货管理问题进行了总结和对未来的展望。

ABSTRACT

In recent years, our country securities market failure in the prohibition of financial fraud, ecological-economic are trapped. Industry a barrage of financial fraud not only attracted wide attention, more to the enterprise and industry brought a crisis of confidence. Behind these events, inventory items often appear caused wide public concern. It is well known that inventory is an important part of enterprise assets, its variety and liquid. And agriculture, forestry and fishing enterprises inventory, whether it is the composition of the inventory, and inventory management measures, are different from general manufacturing enterprise, at present still did not receive due attention and research.

This paper selected the three listed companies in agriculture, forestry, animal husbandry and fishery typical aspects of the company as a sample. A detailed analysis of the types and composition of the status of their inventory from multiple angles found four major problems: the stock assets accounted too, changes in inventories item unreasonable, financial indicators hide the problem, management challenges.Based on the above findings, this paper for animal husbandry and fishery management business inventories more in-depth exploration. It pointed out that animal husbandry and fishery enterprises must improve the internal control system, improve the quality of personnel and the establishment of information management systems; regulators need to constantly improve the regulatory system and the laws and regulations continue to drive strong execution system. Finally, the agriculture, forestry, animal husbandry and fishery inventory management of listed companies issue a summary and outlook for the future.

1 前言

1.1研究背景

2014年10月30日，中国证券市场再次爆发“黑天鹅”事件，獐子岛公司价值7亿元的扇贝存货因冷水团作用而导致大量绝收，使其利润大幅下降并转为亏损，引起了轩然大波。农林牧渔业事实上成为了财务舞弊和“黑天鹅”事件高发的行业。相关公司比比皆是：银广厦、蓝田、绿大地、万福生科等。这次獐子岛事件不仅引起了专家学者的质疑和社会公众的强烈不满，越来越多的目光集中到了农林牧渔企业存货本身和其管理运营状态。
