摘 要

随着高校科研项目数量的不断增加，科研规模和效益的明显提高，对于科研项目经费的系统管理日益凸显其重要性。然而，高校科研经费管理制度的不完善和不健全，造成高校科研经费的不合理使用，导致经济犯罪案件频频发生，不仅严重损坏各大高校的声誉，更给国家和经济造成恶劣的影响。因此，本文将高校科研经费管理作为研究对象，结合理论研究和案例分析，希望能为高校科研经费管理的改进提供一定的参考，进而实现完善高校科研经费管理体制的目标。

本文介绍了研究背景、研究目的和意义，阐述了科研经费管理的来源和作用。从国内科研经费管理的现状入手，探讨高校科研经费使用的主要问题以及问题的原因所在。在此基础上，结合2014年查处的教授套现科研经费案件，提出完善高校经费管理的对策和建议，包括健全高校科研经费管理制度和法规，提高科研经费预算的合理性，建立完整的内部审计制度以及加强管理服务体系和科研队伍建设。希望本文的研究对提高我国高校经费管理的合法性和制度性，保障国家经费拨款能够专款专用具有一定的帮助。

ABSTRACT

With the increasing number of university scientific research project, the scientific research scale and efficiency increased significantly, for the system of scientific research project funds management increasingly highlight its importance.However, the university scientific research management system not perfect and perfect, result in the rational use of scientific research in colleges and universities, leading to economic crime cases occurred frequently, not only seriously damaged the reputation of the colleges and universities, more bad impact to national and economy.Therefore, this article will scientific research management in colleges and universities as the research object, combined with theoretical research and case analysis, hoping to give some reference to improvement of the management of university research funding, and thus achieve the goal of perfecting the university scientific research management system.

This paper introduces the research background, research purpose and meaning,this paper expounds the sources of funding management and role. From the current situation of domestic scientific research management, and to explore the main problems of scientific research in colleges and universities use the crux of the problem.On this basis, combining with the investigation of 2014 blocks, a professor at the research case, put forward some countermeasures and Suggestions to perfect the budget management of colleges and universities, including a sound system of university scientific research management and laws and regulations, improve the rationality of the research budget, establish a complete system of internal audit and strengthen the management and service system and the scientific research team construction. To improve the legitimacy of the funds management in colleges and universities and institutional guarantee for state funds can be used for designated purposes.

各大高等院校的发展模式一直是单一的以教学为主，随着我国教育事业的不断发展，逐渐转变成教学和科研共同发展的模式。高校是培养人才和创新科技的主要基地。高校科研成果是高校研究工作的开展状况和本学科发展水平的重要体现。这几年，科技发展的一个总趋势是高校不断增强科研活动的重要性。高等院校通过开展科研活动培养人才并促进各学科建设，以此提高学校的声誉。现在我国整体面临技术改革、科技创新的机遇和挑战，需要建立健全合理科学的科研管理制度，提高科研效率，抵制腐败现象，不断创新科研活动，实现跨越式发展。

对于科研经费管理的研究，当前各大高校在科研经费管理研究的工作中要思考的问题是怎样实现合理科学的规范化管理，使科研项目经费能够发挥最大的效益和作用，有利于确保高校科研工作的顺利开展。本文通过介绍高校科研经费的作用和目标，以及对科研经费管理现状的分析，揭示出高校在科研经费管理的研究过程中普遍存在的问题和产生的原因，并有针对性地提出从强化责任制度、健全管理制度、提高科研经费预算的合理性等多方面，解决科研经费管理中的突出问题和矛盾，以达到规范高校科研经费管理的科学化和规范化，从而提高科研经费的效率和透明性。
